SUMMARY
This bill allows Regional Occupational Centers and Programs
(ROC/P) to claim average daily attendance (ADA)
reimbursement for vocational instruction to a pupil who is
in a juvenile court school or a county community school.
BACKGROUND
Current law establishes a revenue limit for each ROC/P and
allows each ROC/P to claim reimbursement at the ROC/Ps
unique rate for pupils who attend classes and programs as
defined.
Current law also establishes special revenue limits for
attendance generated at county office of education operated
juvenile court schools and county community schools.
ANALYSIS
This bill:
1) Requires the Superintendent of Public Instruction to
pay ROC/Ps for ADA generated by:
a) Pupils who are incarcerated and enrolled in
juvenile court schools,
b) Pupils who are on probation and enrolled in
a county community school.
2) Requires that ROC/Ps be paid for the ADA in juvenile
court schools and community schools at statewide

average revenue limits for ROC/Ps, but limits the
total number of such ADA that may be claimed to 1,000.
3) Requires that pupils receive at least a 240 minute
minimum day of academic instruction in the county
community school, or juvenile court school, before
generating a minimum day of ROC/P attendance.
4) Appropriates $2,800,000 to the State School Fund to
pay for the 1,000 ADA.
STAFF COMMENTS
1) What does it cost? Average Daily Attendance of
pupils in Juvenile Court Schools and probation
referred pupils in County Community Schools is
supported with a $7,175 per pupil revenue limit that
recognizes the special costs associated with
delivering instruction in a secured setting. The
statewide average revenue limit in ROC/P programs is
currently $2,750.
2) This bill was heard on April 14, 1999 and put over to
address concerns regarding pupil attendance generating
two allowances for the same instruction. The bill has
now been amended to make it clear that pupils must
complete a minimum day of instruction in each program
in order to generate funding for both programs.
